Overview
High-risk work requires more than experience—it requires a robust permit-to-work system that identifies hazards, controls risks, and prevents incidents before work begins.
This nationally recognised course provides participants with the skills and knowledge required to conduct hazard analyses and issue, authorise, monitor, and close work permits in operational workplaces.
The program incorporates MSMWHS201 Conduct Hazard Analysis, which is completed prior to MSMPER300 Issue Work Permits, ensuring participants can effectively identify workplace hazards, assess risks, and implement appropriate control measures before authorising high-risk work activities.
Participants will gain a practical understanding of permit-to-work systems, their purpose and limitations, and the processes required to ensure work is conducted safely and in accordance with legislative, organisational, and site-specific requirements. Training includes practical exercises covering common permit types such as Confined Space Entry, Working at Heights, and Hot Work Permits, along with the hazard analysis and risk assessment processes that support them.
This course applies to workplaces where hazards exist or where specific controls and authorisation processes are required, including mining, oil and gas, utilities, construction, manufacturing, defence, and heavy industry.

Learning outcomes
The course covers the following:
- Understanding the purpose, scope, and application of hazard analysis processes
- Identifying workplace hazards and assessing associated risks
- Applying the Hierarchy of Control to select effective control measures
- Completing hazard analysis documentation and communicating outcomes
- Understanding legislative and organisational requirements relating to permit-to-work systems
- Determining when permits are required and selecting the appropriate permit type
- Reviewing work scopes and workplace conditions
- Identifying isolation and Lock Out/Tag Out (LOTO) requirements
- Specifying permit conditions and risk controls
- Raising, authorising, issuing, maintaining, and closing work permits
- Monitoring work activities to ensure permit conditions are maintained
- Managing permit handovers, extensions, amendments, and close-out requirements
- Identifying and responding to permit non-compliance and breaches
Entry Requirements
Participants must:
- Provide photo I.D on entry
- Unless exempt, provide a verifiable USI number
- Be physically fit and healthy with capacity to perform workplace-based activities
- Have sufficient language, literacy, numeracy, and communication skills to read, interpret, and complete workplace documentation
- Be able to communicate effectively with others and participate in discussions and practical activities
- Wear appropriate clothing, including long sleeves, long pants or overalls, and safety boots or enclosed footwear

Delivery method
This course is delivered over one (1) day and consists of classroom-based theory learning with practical based activities.
Assessments
Assessment includes written and/or multiple-choice knowledge assessment and practical based skills assessments.
Completion
Upon successful completion of all assessment requirements, participants will receive nationally recognised Statements of Attainment for:
- MSMWHS201 Conduct Hazard Analysis
- MSMPER300 Issue Work Permits
Skills maintenance
To maintain competency, industry best practice recommends undertaking regular skills maintenance and refresher training, particularly where permit-to-work systems are used for high-risk work activities.
