Overview
High-risk work requires more than experience — it requires a controlled permit system that prevents incidents before the job begins.
This nationally recognised course provides participants with the skills and knowledge required to issue work permits and understand the purpose, limitations, and correct application of different permit types. Participants learn how to make informed decisions about when a permit is required, which permit to use, and how to ensure permit conditions are followed to protect the safety of personnel and the integrity of plant and processes.
The course applies to workplace environments where hazards exist, or where specific procedures must be followed and monitored, including activities such as confined space entry, working at heights, hot work, isolations, and other high-risk tasks.
Many serious workplace incidents occur not because hazards were unknown, but because controls were not properly verified, communicated, or monitored through an effective permit system.
This course builds the capability to apply permit systems correctly, ask the right questions before work starts, and ensure safe systems of work are consistently followed.
This course is suitable for personnel who are required to issue permits to workers conducting activities in hazardous environments, including:
Supervisors and team leaders
Permit issuers and safety officers
Maintenance and operations personnel
Personnel working in mining, construction, utilities, oil & gas, and industrial sites
Learning outcomes
The course covers the following:
- Legislative, organisational/site requirements and procedures regarding permits
- Roles and responsibilities under the permit system
- Reviewing the scope of work and identifying the need for a work permit
- Permit selection
- Hazard identification and risk assessment
- Isolation procedures
- Determining the appropriate conditions for the permit
- Raising, authorising, and issuing the necessary permit
- Monitoring compliance with permit conditions
- Reporting any discretions or violations of permit conditions as required
- Managing the permit process e.g., extensions, handovers, changes etc.
- Procedures for signing off and closing out the work permit
Entry Requirements
Participants must:
- Provide photo I.D on entry
- Unless exempt, provide a verifiable USI number
- Be physically fit and healthy with capacity to perform manual tasks
- Be able to read, write, communicate orally, and understand and interpret complex information and situations
- Be able to interact with others and work under pressure
- Dress appropriately i.e., long sleeve, long pants or overalls, safety boots/closed in shoes, safety glasses

SDS is committed to identifying and supporting the language, literacy, numeracy and digital (LLND) needs of all learners. Where required, SDS may conduct an LLND assessment prior to training to determine whether any additional support or reasonable adjustment is needed.
Participants are encouraged to advise the training team at any time if they believe they may require learning support so appropriate arrangements can be made.
Delivery method
This course is delivered over one (1) day and consists of classroom-based theory learning with practical based activities.
Assessments
Assessment includes written and/or multiple-choice knowledge assessment and practical based skills assessments.
Completion
On successful completion of all assessment requirements participants will receive a Nationally Recognised Statement of Attainment for:
- MSMPER300 Issue work permits
Skills maintenance
There is no legislated expiry for this unit, industry best practice recommends refresher training every two (2) years to maintain competence and familiarity with current standards and procedures.
